Memory issues (24gb installed, but seen 16gb / 8gb available in win 10) please help

Hi all

Pretty much as the description describes. I just purchased some nice new 8gb sticks, so I have 4gb, 4gb, 8gb, 8gb. Motherboard is GA-990FXA-UD3 with ram installed 4gb sticks in ddr0/2, and 8gb sticks 1/3. Unfortunately have a very large cpu fan (as board is overclocked), so RAM stick height would make it difficult to swap these round.

CPU-Z reports I have 24gb
Windows reports 16gb / 8gb available
Windows is 1607 Pro.

Basic info:
Mobo GA-990FXA-UD3
Dimm 0: Corsair CM3B4G2C1600L9 4gb (max bandwidth PC3-128000)
Dimm 1: Corsair CMY16GX3M2A2400C11 8gb (mbw PC3-107000)
Dimm 2: Corsair CM3B4G2C1600L9 4gb (max bandwidth PC3-128000)
Dimm 3: Corsair CMY16GX3M2A2400C11 8gb (mbw PC3-107000)

Checked gigabyte using their @bios app, and it turned out I had a bios update available (FD -> FE) which I had missed. Installed that and suddenly all 24gb available + running fine :)

Would that be CPU NB VID Control? That is already set to 1.25
DRAM voltage set to 1.505 does not change it.

I also tried taking out the 4gb sticks, then window sees 16gb quite happily.
