Need help getting computer to detect my second 1080

Hey folks, just finished building a new system. As the title suggests, I can't for the life of me get the computer to detect my second GPU. It doesn't show up in BIOS, Nvidia Control Panel or the Device Manager. I've spent all weekend trying to fix the issue with not much luck so I put it to the brain trust of reddit to see if you can help me.

System Specs:

CPU: Intel Core i7-6850K 3.6GHz 6-Core Processor
CPU Cooler: Corsair H110i
MotherBoard: Asus Rampage V Edition 10 EATX LGA2011-3
RAM: G.Skill Ripjaws 4 series 32GB (4 x 8GB) DDR4-2400
Storage: Samsung 950 Pro Mk. 2 SSD, Western Digital Black 6TB
GPU: Gigabyte GeForce GTX 1080 Extreme Gaming Water Cooled x 2
PSU: Corsair 1200W 80+ Platinum
Windows 10 Pro

Things I've tried:

Swapped GPUs to test if both function in top slot. (they do)
Made sure SLI is enabled in bios (There's no option for it)
Made sure SLI is enabled via Mobo switch (it's on for 2-way)
Made sure GPUs are in correct lanes (1 and 3)
Tried updating all drivers and bios to latest
Tried using a different SLI bridge Other thing to note is that the GPU in slot 3 gets power, I know this due to the LEDs lighting up on the card

Is it possible that the PCI slot is just broken on my mobo and I need to try and get it replaced? Or am I just missing something. Please help! I will be ever so appreciative!!!
