New GPU causing Gray screen crash

I installed a new GPU (Gigabyte RX 480), and tested it on stressful games that i hadn't been able to run before (space engineers). I immediately ran into a problem, a gray screen crash, the screen goes gray and my second monitor goes the main color on the monitor, a Forece shutdown being the only solution.
Unsure of the reason i monitored and tested before discovering that i could temporarily fix the issue by lowering the clock rate on the GPU (through the gigabyte "Xtreme gaming engine") if i do this the computer becomes more stable and becomes more stable to lower i set it (less crashes).

The main question i have is does this sound like a power issue, because i suspect that's what it is?

Intel i5-4460 CPU
ASUS H81M-plus

CM thunder 500W PSU
Gigabyte G1 Gaming RX 480 8GB
Drivers from the Gigabyte site.

your psu is not a good quality one ..i suspect that your psu will or is already dead

do you have the latest bios version?

It's probably the Wattman settings screwing it up. Try changing the CPU frequency to 0% or change the last 4 states to be the same.
