Making new build, need a few tips

Hi guys,
I am sort of set for a new build.
I am mostly taking advises and have a few questions as well:

Date of Purchase: Q1 2017 (February most likely).
Budget range: 1650$ (6500 PLN). MAX
System use: Gaming, Streaming, Unreal Engine 4 design.
No monitor
Upgrading: CPU, Ram, Mobo, GPU, CPU Cooler (Water), PSU.
OS... not sure (have win7 home premium, want professional for more ram than 16gb)

Brands preferred: Whatever is best in price/performance. (I believe currently that is Intel/nVidia)
Overclocking: Only if it helps in performance in real world applications, not benchmarks.
SLI/Crossfire: No.
Resolution: 1080p
Additional Info: Making a water cooled PC in Thermaltake kandalf LCS for CPU and GPU, mostly for quiet PC.
Reason for upgrade: My old laptop (i7-2760QM/570M) is showing its age, most games now can barely keep up 30 fps on medium settings 1080p.

CPU Cooler - Ek-Supreme EVO (full copper, must be copper to avoid galvanic corrosion in water loop).

GPU - 1070 or 1080 as it looks right now (dont know what AMD will come up with in Q1 2017).

PSU - No idea, dont know much about PSUs (currently have Thermaltake Toughtpower 700W W106, bought in 2007 i think).

So, questions first:

1. What PSU? Future upgrade will be mostly fans, perhaps a few leds and as many storage devices as the pc can handle (for unreal engine 4). No SLI, but overclocking the CPU.

2. Is it possible to upgrade windows 7 Home premium to professional still? If I look online it always sends me to win10 (and I dont want that).

3. Anyone knows what CPU/GPU waterblocks and reservoirs have good long term durability (the reservoir that came with the Kandalf LCS leaked after 7-8 years due to water corroding the plastic. Is this a problem for Acrylic or acetal? What is more durable?

4. I am looking for mostly 120 fps at 1080p max details in most games. Anything past that is a waste (using an overclocked plasma TV for gaming. No plans to go 4k or 144hz until something like OLED monitors come out). Will that build do?

Also now taking advises (Note that ZEN/Kaby lake are out of the question if I cant use Win7 with them).

Your views on DX12/Win 10 are your own and that's fine. I don't necessarily agree (nor care about the updates/data collection stuff) and actually no, in some games (BF1 for e.g.) AMD has pulled ahead against their like for like NVidia cards, although I agree that is a lone example. I think W10 is a big improvement over 7 for me, but not everyone would agree.

However, if you have a need case for W7 and a 5820k then that's fine, go for it. These forums are about helping people who ask for help, which I did, based on my own use and experiences.

As for the build, you seem to know what you want, so my PSU recommendation stands. The rest looks fine for what you need.
Don't need that CPU,eay overkill and the 6700k well clocked will do better in gaming. Paired with a 1070 will give you 1080p120.

Do go win 10 as it gives dx12. Also a damn good OS Imo. Using win7 just feels wrong now and i see no reason to not go w10.

If you go i7 6700k then look for a decent z170 motherboard...woll save loads over that x99.

Can't help with the custom water stuff.
 
I dont need win10 (in fact I dont want it), so saying I should go for it does not help.
I need a hexa core (or higher) for unreal engine 4, so the 6700K is not helpful either.
GPU will decide a bit later, and will depend on how much it costs when I am buying, most likely a 1070 as you said, but that has to wait anyway. That is helpful.

Need info on PSU, Need info on how to get a Win7 professional version.


 
The reason I want to stay away from Win10 is threefold:
1. Privacy concerns.
2. Incompatibility with previous programs (I use a lot of old programs that are no longer updated, it was hard enough getting them to work on win7, and friends who use them have reported problems with win10).
3. Forced upgrades (this is simply unacceptable).
4. as bonus, Win10 has actually installed itself without consent in some PCs, it that is the way Microsoft is going to do things from now on, Im stayin on Win7 or learning Linux.

The 6700K is a monster in terms of gaming, but for both game development and heavy streaming a 5820k has proven to be vastly superior ( I have used a quad core before for streaming and gaming, and it has problems with minimum frame rates as well as dropped frames in streaming).

In terms of DX12, well... we are mostly getting DX9 games today (with some after thought bonus features to be able to call the game DX11 and 12) since its all console ports.
Once we get something like star citizen Ill see if there is a point to it.
DX12 has been out for a while now, and so far its not getting any traction nor it is improving on to DX11 (Yes I know it is in AMD cards, but not in nVidia, and nVidia is still faster... so why bother?).
