Can't launch games on fullscreen but borderless mode works

I got myself a new computer a few days ago and everything was going great with no issues until yesterday, My windows' language reverted back as if I had not downloaded a language pack at all and Nvidia's geforce experience showed that I wasn't running the newest drivers
(even though updating my GPU drivers was the first thing I did).
ever since that moment games would not launch when running on fullscreen. what usually happens is that the game would launch and get stuck on a black screen with game sound sometimes playing, but when I forced a game to run on borderless it worked perfectly for hours.

here is a summarization of what I did so far:
updated to the latest nvidia drivers.
reinstalled the drivers.
reverted to old drivers.
made sure the size of text apps and other items is set to 100% (read somewhere it could be the issue).
display settings - advanced display settings - display adapter properties - properties - driver - uninstall and then reinstalled manually.

games I've tested:
Battlefield 1 trial - worked before and blackscreen afterwards.
The Witcher 3 - worked before and afterwards managed to launch on borderless (fullscreen didn't work).
Overwatch - didn't try before the issue started and afterwards got a blackscreen.

specs:
windows 10
z170x gaming 3
gtx 1070
i5 6600k
16gb ram
have not OC'd anything thus far.

Honestly I'm completely out of ideas and could really use your help.

Found a solution. Worked for me at least. I have a gtx 1060 3gb with windows 10.
Go to the nvidia control pannel --> display --> Adjust desktop size and position.

You will see options for adjusting scaling, I set mine to "no scaling" and it fixed it. Try "fullscreen" as well if that did not work for you. Hope this helps.

my fault I forgot to mention that, I've already tried going from windowed to fullscreen via alt + enter when BF1 started minimized one time.
as soon as the game goes to fullscreen mode the screen turns black and it ultimately stops responding.

Go to system properties and try unchecking the box of enable desktop composition.
Or you can try running the game in compatibility mode.
Did you try lowering the screen resolution of the game?

couldn't find the option to disable desktop composition.
compatibility mode didn't help and I can't even load the game so I don't know how to change the resolution from outside the game.
besides the witcher 3 works on 1080p borderless.

I have installed new NVIDIA drivers tonight when back in from work and now the same thing is happening for me too, start game, black screen and then most of time crash, works in windowed borderless but with reduced performance. My symptoms are the same as above, i have even tried those three games and more:

Paragon
Outlast
Eve online
Star Wars Battlefront - Although this started but with no sound until i clicked on the screen to skip and then i got black screen with sound then crash.

This is so frustrating as i now have no gaming at fullscreen.

Hoping there is a resolution fast, i have scoured the net and forums for resolutions but none work.

I have reduced performance aswell, now some games "work" in fullscreen but after a very long time on black screen and the lower than normal frame rate is extremely annoying.

i also have the same issue with gtx 1070 and seen a lot of other posts with 10xx series cards having similiar issues but havent found an answer yet - just contacted nvidia support about this hopefully they can shed some light on it..

EDIT:when/if they reply with anything useful ill post it here too for those who are still looking, hope others will do the same :D
