Can we jump start power supply while plugged into motherboard?

Hi guys power supply jumpstart question. I have jump-started my power supply while it's unplugged great that works fine. How can we jumpstart the power supply when it is plugged into the motherboard however? I connected the green and black wire together with another wire I assume that would work but it does not thank you

But i get no fan when connected to the Mboard. I did when not connected. So are you saying placing a wire across the green and a black should work as well?
