Solution
I solved this problem for a Panasonic CF-52 by downloading the SATA drivers to disk of a different computer and using the free version of "nlite" to add the drivers to the XP install and create a new install CD. The original XP installation did not have the drivers to access USB devices during the installation process and did not have the SATA drivers to see the hard drive of the CF-52.

This was not hard. Started with my XP SP2 Installation CD, moved files to the Hard Drive, moved the SATA drivers to the Hard drive as directed, then nlite makes a new ISO install image. Burn to disk under Win7- used it to install XP on the CF-52.
