Yeah thats true, but for games like FSX, that rely almost fully on CPU, which PC would be better?

i would much rather have an SSD + HDD and better PSU than a marginally faster CPU that will mostly go unused because your GPU is weak.
That being said, seeing as you mentioned GTA, madmatt30 makes a good point above.
 
For flight sims like fsx stronger faster cpu's are preferable so the 6600k with a z motherboard and overclocked would easily beat out the i3 or 6500. Assuming you overclock to say 4.5ghz it's no contest really. The vast majority of the game is single threaded and uses mainly the cpu for the gameplay/physics.

For the other games a more balanced build would be ideal, the problem with fsx is it's not really very similar to most other general games. It may come down to prioritizing which is more important, do you play all games equally? Is taking a performance hit in fsx a fair trade off for better performance in most other games? Or do you play fsx 80% of the time and only play the others once in awhile? That will help sort out which route is better for your own needs. Some people are really into their flight sims and all else takes a back seat to that, others see fsx as just another game in their collection.

I could live easliy without any game except FSX. But the thing is, i would like an alright GPU on my build that isn't overly expensive but so i can play games like call of duty, gta v, when i'm bored or something - But as i said earlier, i would 100% be playing FSX most of the time.

FSX is reliant on a single core, so going with an i3 will not hurt performance in it, and the combo with an rx 470 will fare very well in any otehr game you may wish to be able to play.
Add another 8Gb or RAM as it becomes necessary.
