Upgrading basic Optiplex MT with better GPU and PSU. Want to double-check a few things.

I'm building a budget PC for my dad. I'm starting from a Sapphire R9 280x I have on hand and going from there. Found a nice cheap Dell Optiplex 790 MT form factor that I'm gonna use, but its PSU is way too weak. I'm intending to buy the EVGA SuperNOVA 550 to replace it.

Quick question:
The PCIe slot in the 790 MOBO maxes at 35 watts, but this is irrelevant since I'm using a card that has external connectors, and a replacement GPU that has the necessary plugs, correct?

Good choice on the PSU and yes you don't need to worry about the motherboard draw, the Card draws from the PSU primarily. That PSU has the right connectors.
