I stumbled across an FM2+ motherboard: GIGABYTE GA-F2A68HM-H FM2+ AMD A68H

The CPU I intend to use is an AMD Athlon X4 845. This is not an APU however it is a FM2+ Socket. So will I be able to use PCIe 3.0 with this combination?

Correct. The "Athlon" X4 lineup is simply the matching APU with the iGPU disabled. Same piece of silicone. The Athlon lineup is the only CPU (non-APU) that fits the FM2+ socket.
