Incredibly slow internet on one machine only

My desktop PC is on wireless internet getting 0.04mb/s download 0.25mb/s upload (completely unusable: can't call anyone; can't play online games; browsing the web works intermittently (and slowly!)) while my laptop is on the same internet getting 10.8mb/s download 0.75mb/s upload, which for me is very fast.

I have replaced the wireless dongle in my desktop PC so I don't understand why it's still so agonisingly slow. I still have the old dongle and have tried both. There is no difference whatsoever.

I'm a bit of a tech noob so I could very well be overlooking something obvious (apologies for any cringe induced). If any information is required I will do my best to provide it.

One thing: I don't have any AMD hardware so it's not that AMD program messing with my internet, as has been the solution to other similar posts I've seen on here.

Thank you for your answer but I fixed the problem. Had to disable the dongle then go into device manager and re-enable it. Not sure what happened there but the problem seems to be resolved.

Update: nevermind..
It turns out what fixed it was putting it in one of the USB slots at the front of my case? I don't get it. I can't have it in the front because if I do I hear this loud, screeching noise in my headphones, so I put it back into the back of the case and we're back to 0.1kb/s.
