Does the CPU fan always stay on when the computer boots up?

Hello! I just recently built my computer, and wiring some stuff to the motherboard from an old case has me worried. I have tried turning on my computer, only the LED's work, and that is all I know since it was not plugged into a TV. But to get to the real question, the CPU fan and case fans didn't start up when I turned it on for the first time. Is that normal or did I screw up with wiring? I have a pentium g4400 and a gigabyte h110m-a motherboard, if that helps any.

The CPU fan is always on to keep the CPU cool. If the fan were to stop for some reason, then usually the thermal protection system would shut down the computer to prevent burning out the CPU.
