Crackling audio when gaming in Windows 8.1 - gets worse over time until reboot

Specs:
* HTPC running Windows 8.1, connected via HDMI to Vizio TV/Onkyo receiver
* Intel i5 processor
* Gigabyte Z97N mobo
* MSI GPU - GeForce GTX 970
* G.Skill ripjaws SDRAM

When I first boot, my audio is fine. I can stream video/audio no problem, it comes through crystal clear. If I start playing a video game, the sound degrades over time - at first it's a dull background crackling, which worsens until the audio is a constant static-y roar. It takes anywhere from 5m to 30m for the degradation to begin, usually. As the audio degrades, I find my GPU performance seems to get worse as well. For example, Dark Souls 3, the character animations become more jerky and respond slower to my inputs.

If I close the game and stream video again (like Netflix), the audio will be fine.
If I reboot, the problem goes away temporarily. When I start gaming again, it will usually recur. The other solution I've tried (multiple times), is to completely wipe my video card drivers and do a clean reinstall. This will also work for a short time, before the problem recurs. I've had this PC build for 6mo now, and it's been a problem the whole time.

I have switched out HDMI cables, but I don't think cables are the issue (given that I can stream video/audio clearly when not gaming).

I'm really curious what could be causing this. My suspicion is some weird driver overlap or something, but I have no idea how to resolve it.

The thread that Colif linked was extremely helpful, but there are many different solutions. What worked for me was going into BIOS and changing PCI-e to Gen2 (off of Auto).
