Cannot boot to BIOS or Window after installing ASUS Strix 1070

Hi, so I just installed a brand new Strix 1070 Card, but the system doesn't boot at all:

Problem:
-No GPU signal, system does not boot at all, monitor screen stays black.
-GPU debug light on the mobo stays red fow awhile, then turn off
-GPU fan spins initially then stops, logo LED turn white for awhile then turn blinking red.
-Blinking red light on case power button.
-Case fan, CPU cooler, peripheral work normally

Troubleshooting:
-Re-connect the 6+2 pin cable, tries another cable in another PSU slot, install in second PCIe slot--> doesn't help, but does provide enough power to GPU (previously on my first run, the GPU power light is red, meaning not enough power.
-Clear CMOS by remove battery, press power button for 15s then install battery again (did I do it correctly?)-->Doesn't help
-Remove the card, use onboard GPU-->boot into Windows as normal.
-Change HDMI cable, change HDMI port-->doesn't help
-Change BIOS (enable double GPU support, change GPU priority to "GEP" option)--> boot into windows as normal, but due to iGPU (plug in the monitor VGA port) and not the ASUS card (plug in the monitor HDMI port). Window doesn't recognises nVIDIA driver by default.

Specs::
-Mobo: MSi Z170A SLI PLUS, latest BIOS
-CPU: i5 6600k
-PSU: EVGA 650W GQ Gold
Everything is brand new

Is there anything I can do? Thanks.
 
Check the manual and the box that the new Asus 1070 card came in.
Look for what type of bios it supports Uefi for example.

Look on the top edge of the card and you should see a tiny toggle switch move it over to its other switch state.
See if the system then boots minhtri1002002.

If you find no switch, then try this when inserting the card into the Pci-e card slot on the motherboard.
Fit the card so it sits flush in the slot.

And when adding the screw to tighten the card to the system case via the bracket lift the card up over towards the top of the system case slightly.
While doing so tighten the bracket screw right up tight.

Not sure what the switch look like. Do you have any picture so I know what to look for.

As for the other way, I already support it with 2 screw for the back plate, but it still looks flimsy, probably because the card is too heavy.
