I am making a external GPU for my laptop and i need to know the amps and voltage so i do not fry or under power my GPU I have a EVGA GeForce GTX 950 2GB FTW GAMING and it says it has 125 watt max power draw on the EVGA web site.

Well you are powering the card normally correct? So that means it will still need it's 12v that it usually gets from the power supply. All voltage reductions are done through the GPU vrms and mosfets.
So from that, you could say the card can draw around 10.42 amps. Due to I=125/12.

However take that number as a grain of salt, since when operating the card may hit higher spikes of load. So if you are going to use any power supply it is still safer to use a normal PC power supply and just short the 24pin to start power delivery. (short a black to green).
Here is an example with pictures if you need it
