Micro stutters and fps drops. help fix

I need help badly please. I recently just moved out of my fathers place into my new apartment so for the past month i haven't had a pc and been killing time with hbo now and Netflix. i just about a week ago got my pc setup and running, iv noticed very heavily that in almost every game i play i get constant uncontrollable fps drops and micro stutters. i know its fps drops cause i watch my fps go from 60 to 30 every few minutes and 250 down to 90. its not so much lag like the next frame not appearing or game not loading but simply my fps just plummet and i can tell. my specs are

CPU- 4790k 4.0
GPU- asus strix 980ti
MODO- msi z97 gaming 5
SSD 250 boot drive
SSHD 2tb game storage
HDD 2tb video storage

im pretty sure nothing is dying. i haven't noticed anything outside of gaming. i recently just changed out my old 6-9ft display cable for some 15ft cables to accommodate for wire management. I don't know if the display cables are the issue its just a brainstorm. I never had any issues with this before it just recently randomly happened. im extremely tech savvy and familiar with pc's but this has me stumped, idk at all what to do. ik have uninstalled almost all drivers updates and everything and reinstalled newer or same versions. i reset all graphics card settings and almost all other configured settings in my mobo cpu or gpu. i could have sworn yesterday when playing rocket league i had no issues what so ever. no lag fps drops or micro stutter, but rest assured today my issue is back. i tried to do a system restore to a month ago back when i packed up my stuff but my latest restore point is 2 days ago..... i have kaspersky anti virus and do full scans routinely. i have no virus and haven't done or gotten myself around any so im sure its nothing of that nature. to double check myself i ran CCleaner, malware bytes, spybot search and destroy, combo fix, cleaned all possible contamination's.

I monitor my gpu and cpu performance as well while i game to be safe 100% of the time. my gpu never passes 73c and my cpu never passes 58c they don't bottleneck and they never cap in cache memory or usage. same for ram. my internet is 200mb/s so i know that's not the issue either. my only resort is to do a system wipe this weekend and start all over, literally all knew drivers and shit cause i obviously cant fix what is wrong so im just going to take out what is wrong hopefully.

If anyone has any idea as to what might be happening please help me with any bit possible. i game almost more of my day than anything everyday, its almost a job so this is direly annoying.

I am not overclocking any of my components. im using 70% storage on ssd 50% on game SSHD and 20% on video storage hdd. i use msi afterburner and have been for 5 years never had an issue. my monitor as a generic 27 60hz 1080p asus monitor. i dont know if any of this information is useful but i need this fix asap so iv giving anything and everything that could possibly be of use....

This is a long shot, but since everything was fine before and you just moved into another building, you are either experiencing very high levels of interference (assuming you are around lots tenants with routers and other devices or something else generating RFI). Since you mentioned you are now using longer cables, they maybe acting as antennas and picking up interference. Ferrite cores could help. It is possible the power supply is "dirty" or has inconsistent voltage from being in an old apartment complex. In that case, a power conditioner or UPS is needed.

corsair cx750m about 1.5 years old. i play alot of games of all genres. rocket league, dayz, overwatch, battlefield. all the same issue,

honestly that kind of makes sense but my apartment is very clean and i keep very very good care of my pc so its very clean minimal dust, also my i live on the top floor at the corner furthest away from people and plus my complex is not dense at all very spread out with only 120 tenants. Im not debunking your theory just helping gives more information. it is consistent amount of fps dropped in every game and never any issue in general web drowsing or anything else, that i have noticed, its easier to notice hiccups and skips in high speed games and hard to find that stuff when scrolling through google

I meant that the electricity that your computer is receiving is "dirty" e.g. low voltage, EMI. spikes etc. http://www.tesengineering.com/electrical-engineering-what-is-dirty-power/ but, a computer full of dust can also interfere with its operation. If it's possible, see if you can borrow another computer or ask your neighbors if they experience the same problem. The only other things that might cause this is some components are loose in your computer, maybe the RAM is faulty.

I appreciate all the help you guys have gone through to help me figure his out but i still have no luck. I just wiped my pc, its been going for a fews years and was pretty cluttered wit hold firmware drivers and other random things. iv been wanting to wipe for a fews months so i said F it and went with it to see if it was a software issue that was causing the problem. i have been installing updates and all my old content to have my pc back to normal and while doing so i noticed that when i click and drag a program the program would kinda jitter around and not move fluently, same exact issue i had when playing games. i currently have no games installed so i cannot play and test to see if issue is still persistent but seeing the program jitter around gives me an idea that it isnt gone. makes me come to think it is a hardware issue. i noticed that when the program jittered around on my main monitor i quickly moved it over to my second display and it was laggy on the second as well so i can say that the issue is not the display cables cause is was identically persistent on both monitor two different display cables. once i get my updates and drivers and stuff sorted out i will try to test my ram and see if one of my 2 8BG sticks are bad or something. i will move onto testing my gpu and cpu when i figure out a sound way to do so.

Can anyone give recommendations on programs to use to test my gpu and cpu top see if they are failing or dying? also how would i test my ssd boot drive. would my two other hard drives have an effect? my pc is brand new completely wiped my two other hdd are empty? they couldn't cause stutter could they? about my gpu and cpu my temps are perfect and i have 24/7 monitored them both so they never bottlenecked or got to hot ect.

please help if anyone can

I found the issue. It was my display cables. Recently after the move I purchased some 15ft hdmi - display port cables and vga - display port and one of those cables if not all were bad and cause if the frame stutter. Appreciate the help and time you guys took to assist me but the problem has been solved.

edit 1: it is not the display cables, it is my software i use for my triple monitor setup, "actual multiple monitors". mos likely front the change of cable this issue occured but i have tested thoroughly and found out the fps droppage and stuttering is from the program.
