MSI GTX1060 Gaming X 6G low CPU/GPU usage but low fps

Hey guys my new gtx 1060 arrived a week ago and I was hoping to be able to play all my games at max with 60fps.

However , I could not break 60 fps on games like fallout 4 or crysis 3 at max settings.I thought the CPU was bottlenecking the GPU so I used MSI afterburner's on screen display to verify it but that was not the case as the CPU usage was only hovering at 60% usage.Even on undemanding games like firewatch the fps hovers at only low 60s and sometimes even dips to 45 fps.What is wrong?

I have tried everything I know like switching to GPU settings to prefer max performance but to no avail.

My system specs are
CPU - i5-4460
GPU - MSI GTX 1060 Gaming X 6G
RAM - Kingmax 4GB x 2
Mobo - MSI H81m-p33

Hi sir.
For crysis 3 I think the game got some porblems which requires some updates to reach the maximum fps . We got these types of problems in other games too like assassins creed unity
So I think ur system have no problem
But for fall out 4 u need a i7 processor.to reach higher fps
U could search fallout 4 game system requirements and got ur fps relis on ur system information u give em. U got 40 _30 fps of course withiut overclocking.
How ever the recomended cpu that fall out.4 need is i7 serie 3 ivy bridge processor for better fps in 50 fps. Its not bottleneck. We know cpu alsi have effect on fps for games . U need a better i7 cpu best regards

I don't think that the cpu is bottlenecking as the fps is lower than expected even on games like fire watch but I will try to put the card in my father's desktop which uses a i7 - 5820k and see if the fps increases in fallout and crysis.

Ive tried playing other games like hitman absolution and the framerates are still dipping to 40 fps .

It seems to me that the only changes are cpu/gpu utilisation but the fps stays the same. Weird.....

Anyone with experience on this? Is this a nvidia driver issue or is there an unforseen bottleneck in my system?
I dovnt think that the pcie gen2 is causing it so what else?

My gpu usage is at 50-70% and never goes above 70% so far

Crysis 3 Max everything 4x MSAA
Fallout Max everything TAA

i have same issue
my config xeon e5 2643 3.30ghz
asus geforce 1060 OC 6gb
16 gb ram

i thought my cpu was a bottleneck but i checked task manager while i was playng witcher 3 and it was working between 37-53% with a paek of 60%,fps are never 60 and they swing from 45-55 and among three are 47.

in mafia 3 my cpu work 60 - 85 % and fps are 40-50.

Try looking setting task manager to see each core individually then see if its just a few cores running at max but the rest are idle.
Sometimes the overall usage can be decieving.

In Crysis 3 the cores run at 80-100% so i can confirm that the processor is the bottleneck.
However on Fallout 4 and the rest of my games, the cpu usage never hits 100% but the fps is still not above 60 fps most of the time.......... why is this

U know the big CPU usage graph on the right in task manager?

Right click it and there will be an option to see the usage for each core. Physical and logical.

After some further tinkering with settings, I found out that the auto setting of threaded optimisation in Nvidia control panel is what has been causing the i5 4460 to bottleneck.

I'm happy to report that after changing threaded optimisation from auto to on , the cpu is now bottlenecking less. The crysis 3 bottleneck is almost entirely gone and now it only bottlenecks minutely in fallout 4.
