Can a 550w psu run the gtx 1060?

A decent quality 550W would be more than sufficient for a 1060.

The Huntkey however, is nowhere near 'decent' quality.
I can't find definitive reviews of that specific unit, but it's a revamp of the "Green Star" line IIRC:

Depending on the rest of your specs, you *might* be ok, but I wouldn't recommend using it at all.

A PSU upgrade (which should set you back no more than $40-$50 for a quality unit) is definitely worth the investment.
Don't risk your shiny new 1060 with a junk PSU.
 
Solution
The 1060 only requires a 400w with a 6 pin power plug. This said you PSU isn't a good model. Do yourself a favor and get a quality Antec, Corsair, or Seasonic.

On an extreme budget (which you shouldn't be if you're splurging on a new 1060), even something like the Antec VP 450W at $37 would be a much, much, much better option than that potential fire hazard Huntkey.

Totally agree with elbert & gamerboy though, the SeaSonic S12II is a great PSU, and an affordable price point.
