Windows 2012R2 Server - Failover to a secondary domain controller

I have 2 Win2012R2 servers setup on a single domain running AD, DFS Replication and DNS and are syncing company and user data, Im trying to set it so that when the Primary controller is unavailable or fails, users can still join or login through the secondary controller and access files. The secondary controller has the primary controllers IP address set in DNS and its own IP in the Secondary DNS....but when I try to join a system to the domain with the the primary controller disconnected its unable.... any ideas?

You have DNS set up and working on both servers? Also you have both servers listed as DNS on workstations?

yes DNS setup and running on both servers, PTR records setup in each Reverse Lookup for respective servers....Im only using the DNS IP of the second server on the test workstation as I wanted to see if only the second server will handle authentication
