I currently have my old hp rig with a e2220 with a ms-7525 mobo. the manufacturer page says it supports e7*** processors and planning on upgrading to a e7500. but some said mass produced motherboards (like mine) will cap to certain frequency resulting in little to no performance improvement. but is it true?

I have never heard of them capping OEM boards but I don't know everything. I can tell you that board is made by MSI and lists Intel Core 2 Duo as compatible processors: http://soggi.eu/motherboards/msi-oem/MS-7525-VER-1.0-Boston-GL6.htm
So any Intel Core 2 Duo should work.
Some OEM's like HP don't support some processors because of the BIOS but per this article, they state that one of the models that uses that board can take up to an E8600: http://h20564.www2.hp.com/hpsc/doc/public/display?docId=emr_na-c01711390
So bottom line it should work fine with an E7500.
