well on game debate they say that Intel internal 2000 hd card consumes 95 watt and 22 amps
and also gigabyte gtx 950 consumes 100 watt and 23 amps .
i got hec 350 watt psu but without 6 pin connector .
so can it handle it.

The Intel HD 2000 is not a discrete GPU, it's the integrated GPU of many of the Sandy Bridge CPUs, many of which run for 95W total. If you add a GPU to the PC, you're directly adding to the power it consumes.

Hard to say without more information about the PSU, there are many different flavors of hec PSU in the 350 watt neighborhood, ranging from junk to literal junk. It may be OK if you find a GTX 950 without a required 6-pin connector, but there's no scenario in which I would ever use a molex adaptor with a bottom-barrel PSU.
