I did the check-list for troubleshooting new builds. this is my first build and i put it together last night, plugged it into a monitor (DP connection from GPU) and monitor did not get any signal, the computer did not beep, but it did run continuously.

I then took it all down to just CPU, heat sink, mobo, psu, and it would just keep restarting every few seconds.

I then put in one stick of RAM and it ran continuously but still no beeps.

should i just keep putting it back together and try again? or something wrong with mobo or cpu, psu?

the audioplug is in. i checked pins under cpu and they looked alright to me.

static is.... possible? but i felt i did a good job remembering to ground myself several time throughout building.

Sometimes your computer does not shut down because the window may get crashed while the shut down process. Try to locate this key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon and then double click on "PowerdownAfterShutdown". It it is 1, change it to 0 and vice versa. Now hit ENTER and restart the computer. Once it gets restarted, shutdown it again. It may work.

So do I understand your problem to be that the monitor is not receiving any signal? Assuming that's the case have you checked power to the monitor?
There are a bunch of steps you could take from here:
1/ does the monitor work on another PC?
2/ Is the monitor input set correctly (set on the monitor)?
3/ Have you tried the DV-I or HDMI connections?
4/ remove the GPU and connect the monitor directly to the MB.
5/ Forget about the registry BS mentioned above.
6/ Its concerning there is no beep on power up, what is the MB error code?
7/ May also be a disk problem if there is no startup beep.
