How to fix 90-98% CPU usage from ONE program?

Recently for the past week, I have been experiencing lag with 5 fps and no solution. (Google, YouTube, emailing game creators, asking friends online, etc) There was no working solution. How can I fix this 100% CPU from ONE program? Which in this case for me is when I try to run my game or try to record a video.

I already did these:
Defrag
Antivirus
Check for other Processes
It's been confirmed it's only one program.

I hope somebody can find a working solution for me, because at this point I might be buying a new computer... My dad couldn't help me either.

No, I am using a desktop, and before it's about 75 fps with around 10% CPU, now its 100% CPU with 5 fps.

What game or recorder ?

I am going to presume you are trying to record game play with another program, in which case the recorder is set to too high a resolution frame grab or it is trying to frame grab too often.

Either would account for the reduction in speed as both would take up massive amounts of CPU time to process whatever you are doing.

No, if I try to run any game like League of Legends, its 5 fps. Since my game wouldn't run smoothly, I tried to record a video in the meanwhile. Then it said !HIGH CPU USAGE!. Used OBS as my recorder.

To recap, your run any game without OBS and it runs at 5fps ?
You then start OBS to see what is wrong, How is OBS going to help when it causes lag and wont show what is wrong ?
I think most people will understand what something running at 5fps looks like.

5 FPS when I record or play a game. It's so bad it almost can't run the recorder while playing a game, or while I record I almost can't even run a game. (Starting it)

This is what I am trying to get at.
What fps do you get when you solely run the game by itself.

I am presuming by OBS, you are talking about the streaming recording program that causes lag in the first place. Do not run this.
What does the perfmon log show ?

5 fps with only the game open. I did not open both at the same time, my game was unplayable, so I was gonna create a video in the meanwhile. So it's not OBS.
 
Your are you CPU Idle temps (not doing anything, just looking at a blank desktop) and your CPU temps while try to run a game?

How long/how old is this computer?

Have you opened the case? is it dusty inside? Does the CPU fan spin?

It could be your PSU is dying on you as well, since it's definitely some cheap garbage that lenovo put in there.

Running perfmon will tell you if the CPU is actually working correctly.
I know Lenovo put all sorts of anonymous spyware on their machines, which relates to purchase history and content used. Maybe the CPU is being bogged down with this junk. There was an article a year or so back regarding Lenovo shipping their PC's with junk. I made the mistake of buying a phone from them, never again.

You need to do the detective work by using all the tools given and look for all possibilities. If the PSU is current limiting enough to slow the CPU then the computer would more than likely crash and because the A10 has integrated Gfx then you would see far more anomalies than just a low fps.

100% CPU when I'm playing game or recording a video. About 8% while I'm only browsing the internet. Looking at the desktop with nothing open, 0-1% CPU. 2013 Computer, bought it on 12/31/2013. It's a little bit dusty the last time I checked, but I cleaned it a few months ago. The CPU fan spins. And yes, it's a damn office computer, not a gaming one.

I don't see how you can call an A10 strictly an office computer, my old computer still runs games and is slower. an E6600 with a radeon 7800 series card.

What worries me here is that your games are maxing out the CPU, constantly, from what you say. By having the graphics chip inside the same package as the CPU, the intention is to remove bottlenecks caused by disparate hardware. You only have the HDD and RAM then to worry about.

Which game are you trying to run ?

You need to impart full inforamation, not just bits and bats

Here is a scenario to demonstrate this so far.
A friend borrows your car and then says he cannot drive it anywhere, with no other explanation. Has it got petrol ? Did you turn the key in the ignition and did the engine start. 20 questions and answers later he tells you the car is propped on bricks with no wheels.

You need to describe everything from the type of memory you have to which games you have tried and what other software you run where there is no problem.

Here is another few stabs in the dark of which there can be many with no data forthcoming, the cpu is caput, the hdd is dodgy and cannot cache the game data properly. the ram has stuck bits causing data corruption.

Thanks for that article, I'll check it out. For the Core Temp program, I downloaded it and it gave me an error so I uninstalled it. There is an antivirus my dad recommended, it found malware, but in order to remove it, it costs $29.95. But I'll keep trying this before I buy it.
