Please help Identify what causing high GPU usage while idle.

First I have FX-8350 and R9-280X with 750w PSU When I started my computer everything seems to be normal 0%-2% GPU and 25-35C on temperature, but after 6-10 mins (Idle) GPU activity keeps rising to 70% - 80% same goes with temperature. It's never happened before I can run many heavy games smoothly ( GTAV, RB6S, Crysis 3 ) but after a couple of minutes, FPS instantly dropped from 200+ to Unplayable.

Here's the list what I've done so far

- Use Process Explorer to find some suspicious activity like Bitcoin Miner nothing found; I even ended some important background applications, and nothing is using my GPU ( This is fresh install updated Windows 10 )
- Clean re-install AMD Driver with AMD Cleanup utilities and even use DDU after that. ( The problem seems to be fixed when I don't have a driver on my computer )
- Scan computer with Windows Defender / Malwarebytes no threat found.
- Try different driver version 15.7/16.9.2/16.1.10/16.6
- Disable Audio Bus driver in devmgmt.msc
- Reset Crimson to factory setting.

Here is some more information.

- I don't Overclock
- Fresh Install Windows 10 with only Steam and some Adobe software (License)
- I don't do Torrenting.
- No dust since I have OCD like to keep everything clean as possible.
- The driver also alerts me with "Radeon settings has detected that one or more high DPI panels connected to your system. Enabling virtual resolution will increase your resolution and allow you to customize your dpi settings.." which is never happened before until last night.
- When I uninstall a driver, everything is fine, but whenever I installed it back, the problem still occur.

I have to use computer without AMD Driver right now because I can't stand a GPU fan sound, If you see anything suspicious, please tell me much appreciate guys Thanks a lot :D

Then it's instantly up to 70%, and the temperature keeps rising after idling for ten mins.

The problem still here
- Repaired every version of Runtime Package 2005-2015.
- Delete only Crimson software but not a driver.
- Process hacker told me same thing as Process Explorer

I'm driving to my friend house to see if it was GPU by itself.
- Another PCIe Slot leads me to black screen have to use the old slot to get it back.
- Yeah, thanks for telling me, I completely forgot to clear CMOS when installing Windows 10.
- My GPU model is "Sapphire Radeon VAPOR-X R9 280X 3GB GDDR5 OC Version."
- My system often came with DRIVER_POWER_STATE_FAILURE blue screen even after I installed new Windows, so I'll try to check the motherboard my BIOS Driver is still 2013 version lol.
