Cpu and fps issues, please help?

So, I usually play csgo on max settings and get around 150 fps but today I opened up csgo and in game i was getting between 5 to 30 fps. I rebooted my pc several times but this didn't help as well as updating all my drivers. I went to check my cpu usage and it will remain on 100% even when nothing is opened. I then checked my cpu temp and it stays on 70 degrees when idled and 90 degrees when all i have open is a browser. Ive been seraching for a resoultion all day and still have no ideas how to fix this problem. Any ideas?

Okay, when you can get time, check the fan to see if it is clogged with dust, as it can act as an insulator and therefore cause overheating or a temperature increase. Also check the fan to see if it moves and has not failed.

Also try booting the computer up, and seeing if the fan is blowing hot air at all, if not then it can be clogged.

Sounds like an issue with your CPU cooler.

What do you use to cool your CPU, and have you cleaned it recently? Have you also checked that the fan/pump is running correctly and not been damaged/failed?

Have you removed the CPU cooler recently, and if so, did you clean the old Thermal Paste off and replace it with new one?
