Graphics card fan Spinning but no display and keyboard not working

when i attach it to the motherboard is fine but when i attach the graphic card my keyboard is not working also no display but the fan is still spinning

You did not reply to the question really, what is the power supply brand and model? Did this work before? Are you replacing/adding the card, and so on. Is the card new or used? Can you try it in another system? Did you try a BIOS update on the motherboard? Hopefully you did not actually pay $135 for that card, it's an old card, maybe worth $30-40 now.

i am using am3+ redfox ddr3 its an old model motherboard, my graphic card is http://www.dhgate.com/product/wholesale-brand-elite-amd-radeon-hd-7750/238279581.html ,when i attach it to the on boardvideo it working when i put my graphics card my pc hang no keyboard respond but the fan on graphics card is spinning
