Remote Camera and PC via dial-up

Hello,
I am looking into building a dedicated PC and camera that can help me monitor a remote cabin. The location has only a dial-up connection available via a Verizon home phone unit. I would like the system to do the following;

Startup the PC and camera power up
Take one still frame image
Upload or email that image via a dial-up connection
Shut PC and power down camera
Both PC and Camera should hold settings during a power loss.
Any recommendations would be greatly appreciated on the hardware and software set up required.

I think you are going to need SOMETHING that stays powered on ALL the time. A raspberry PI would be an excellent choice. Add a GPS interface to keep the time synced. Then it can just run a cron job to take a picture from a USB camera. That is a whole lot simpler that power-on/power-off. You probably have to pay a minimum electricity charge just to keep service connected. The few watts that a raspberry PI and USB camera use won't even register...
