PC98 emulators stuttering in Windows 7

Hello,
I just bought a new gaming pc and I'm getting this constant stuttering like very second when using a PC98 emulator. I'm trying with T98, Neko Project, and Anex86. Best performance is from T98, the other emulators stutter MUCH worse. While my character keeps moving fine, everything around me seems jerky, and it wasn't like this on my old laptop with Windows XP. (I did side by side comparisons)

I'm currently using Windows 7 Ultimate 64 bit. My specs are well above what the emulators require since even my old laptop was handling them with no issues! Modern games run well. My specs are:

i7-4790 Haswell
Nvidia GTX 980 Ti with 6 GB RAM
ASUS B85M-G Motherboard
32 GB RAM Fury HyperX
256 Samsung Evo 850 with Windows 7 Ultimate Service Pack 1 installed
4 TB 7200 rpm Hitachi Deskstar for storage
3 TB 7200 rpm Toshiba for recording onto
600 W PSU
DVD Drive
I also installed an extra fan, a Corsair 120mm quiet edition to aid in airflow. Had to use a molex to 3 pin adapter to do this because my motherboard only had a 4 pin as a spare. Just mentioning it in case it makes a difference.

Any retro gamers care to chip in?
