Cpu running at 100% usage on games

I have recently built a new gaming pc with an intel 6600k at 3.5ghz and when i play overwatch or bf1 my cpu usage will be at 100% but temps will be 35-45 degrees. any reason why this is happening? i also done a full systen scan using my norton anti virus and that also used 100% of my cpu usage.
any help would be appreciated thanks.

The game and whatever else you are running in the background is using the CPU to its fullest.

Are you having performance issues? Stuttering? FPS drops?

If not, who cares.

Yes i run at about 120fps on high/ultra on overwatch but i get stuttering which makes it really annoying to play

Asus z170-a
NVIDIA GeForce GTX 1070
i have steam open, battlenet open, teamspeak, chrome, and evga precision xoc.

i just lowered the quality down to low and my cpu is still at 100%

Quality isn't going to help you, thats graphic specific.

Fresh install of Windows 10?

Can you try running nothing except the game and something to monitor CPU useage?

its a fresh install of windows 7, ill will run the game on its own with nothing else opened and will check the usage. do you think upgrading to windows 10 will make a difference?

Probably not (although Windows 10 is better for other reasons). This can be solved without that.

Ok so i closed eveything off and ran the game on ultra and was getting about 80-90 cpu usage

No everything seemed to be fine, but i would like to have programs open for when im playing such as teamspeak. One thing is that my old pc had an intel i5 3.2ghz and that had no issues what so ever. it just strange why my new cpu seems to be struggling

Chrome can be a memory Hog, I would try it again with everything but Chrome.

I think when Overwatch is uncapped, it will constantly bump into the the thermal barrier, clock down, cool off, clock back up, repeat. That could be causing the stuttering as it constantly adjusts clocks. You can cap it of course. You could also try disabling turboboost so you get a consistent clock rate and see if that helps.
