I need help knowing if my gtx1070 is being bottlenecked

Recently I've been playing some newer games on my pc like Bf1, Overwatch, etc (my pc has a gtx 1070, FX 8350 with not so good cooling, 8gb of ram, 1 tb HDD, 850 watt psu). I've been having some performance issues mainly being underwhelming fps for having a 1070, especially on games like DayZ, Bf1, and Ark. On these games I should be getting mostly 80-140 frames I mainly get 50-60. I was wondering if my cpu is bottlenecking my gpu as I have gotten a lot of conflicting information on whether a cpu can help frame rate to that extent. If I did upgrade I would get a new mobo, 16gb of compatible ram, and an i7 6700k with a cryotek cooler. Would the upgrade help my frames or would they stay the same and is the upgrade needed?

possibly, ram could also be an issue in some games, but wither way, the fx series is 4 years old, and wasnt the best 4 years ago, so its really showing its age at this point

I have no ties to AMD. I have one cause I got an iBuy potato a few years ago before I knew how pcs really worked. Thanks for advice.
