OC the cpu. The beauty of the 3258 is over clocking. Leaving it stock is an injustice. The extra 1.2ghz in boost can give up to 20% performance increase.

Dropping frames means your cpu and or gpu are pegged.
Ensure you have no other programs running. Malware, malware remover, anti virus, scanning... etc. Look at your PC's performance meter.
See what the load on the cpu, gpu, ram usage and hd usage looks like. If you have nothing running and they're abnormally high then my guess is you may have malware.

If it's not that high and your are pegging your cpu/gpu, then you may just have to come to terms that you need to upgrade your PC.
I also have a G3258 OCd at 4.5ghz and a GTX 970. The games that bring my cpu down to its knees are GTAV, Project Cars, Doom... etc.

I would say most games pre 2013 should be handled find by that cpu. Anything afterwards may be asking too much from the cpu. Of course you can run newer games shorter. But you'd have to settle for < 40 frames per second to avoid stuttering.
