I'm not an expert on overclocking but that one core reaching as high as 60C seems [strike]just a tad high[/strike] higher than I would have expected, although definitely nothing to worry about. If you want to get it just a tough lower, then simply remove the old thermal paste off the CPU and cooler heatsink with Isopropyl alcohol, reapply a long rice grain size/shape of thermal paste and place the cooler heatsink back on the CPU. I just started using Arctic MX-4; not to be confused with Arctic Silver 5. I used to used Arctic Silver then I read that it can takes month to cure and reach it's optimal thermal conduction state. Arctic MX-4 cures almost immediately. Keep in mind that we're talking of a difference of maybe 2C. But in your...
+Gtx1080 Try reproducing poor FPS on at least two other servers. Are the results there poor as well? Different servers can have vastly different FPS. I've seen frames cut by 50% from one server to another. My guess is that the problem gets progressively worse as servers become over populated with users, on servers that are under-resourced.

My statement above is assuming that you're only experiencing this phenomena in Rust and not other titles. Otherwise, you should run HWMonitor and check your CPU temps while it's underload in the game.

I need help again:( so this picture of the temps here http://imgur.com/a/PhYt5 are low and that wasn't oc to 4.5 that was stock and when I had the fps problem I thought it had something to do with the oc so I tuned it to stock. I was playing stock cpu speed at 4.0 and I looked at my temps and they were higher? I don't know ifthere suppose to but this is them http://imgur.com/a/OWAAS . and this is them at 4.5 oc on a rust battlefield server http://imgur.com/a/0g6LX my friend said they seemed high for a water cooled cooler. please help

I would just reapply what you're currently using. More importantly, you may want to dust out your CPU Rads, and make sure that dust isn't affecting their efficiency. Make sure there is nothing blocking the airflow for the Rad's fans.
