Half RAM problem

I was running 2x2GB DDR1333, but I got a pair of matched Corsair XM3 4GB 1600 sticks.

Only problem is they are reading as 2GB each instead of 4, even in bios. Computer runs fine, just with 4GB memory.

I've swapped slots, cleaned contacts, upped the voltage (from 1.5 up to 1.65, the listed voltage on the RAM, but then OS wouldn't boot).

The specs on the motherboard suggest that is should work:

Although I wasn't planning on overclocking it.
 
You should check based on the brand of motherboard and the model number of it what the total amount of ram can be fitted to the motherboard.

If the maximum is 8 Gb for example, it means that if you have four memory slots each of the slots can only ever access or see a maximum size of 2Gb per populated memory slot.

Even if a 4Gb stick of memory is placed in a slot it will never use anything more for example of 2GB of it.

Reset the bios back to it`s factory default settings.
Making sure three options in the bios are enabled.
Memory hole remapping,
Dual Chanel memory mode.
Xmp memory mode.

I linked the specs, which clearly state that it has 2 slots and supports up to 16GB of RAM at 1600MHz.

Bios has been flashed to the latest about 2 weeks ago, and doesn't even have the options you mention.
