I personally don't have experience in the field of GPU repair but i would say just send it back. If you do that it will most likely void warranties so if you mess up you're f***ed.

After some quick research i found some fans that are running for 35 USD. I would say just save your self the hassle (And money) and send it back.

Yep, as long as it is under warranty you should definitely send it back.
If you tinker with it yourself you will void the warranty and if something goes wrong you'll be out of luck. Sending it back guarantees that it is repaired by professionals and your warranty will still be intact.
