Blank Blue Screen on Startup

Since a few days ago, my PC gives me a blank blue screen for around 30 seconds after logging in to my account and then loads normally (and the Log in sound plays after the blue screen goes away). I can still use and see my mouse cursor and some popups like Advanced System Care come up. It seems that if I end explorer.exe from task manager and start it again, it gets rid of the blue screen instantly.

Things to note:
-I can access task manager
-I can go in to the CTRL+ALT+DEL menu
-I can restart explorer.exe to get rid of the blue screen instantly

Things I have tried:
-I have ran sfc /scannow in elevated CMD
-I have ran a full Malware scan and Virus scan. (IObit Malware Fighter and AVG)

Possible cause:
I used to have a G502 mouse and it broke, so I bought a new one, the new one has a new feature which includes RGB lighting on the mouse, since I stil have the drivers for the old one and new one, could they be interfering some how???

ASC isn't malicious and was likely bundled with other software you installed. Does the blue screen appear if you start Windows in Safe Mode or log on as another user? If so, your drive may be showing signs of failure. If not, then you should uninstall any programs you don't recognise and see if that improves things.

As for ASC, get rid of it. It probably creates more problems than it fixes.
