my Toshiba !TB external harddisk is not working!!! No lights or noise i tried changing the case and the usb cable but no use.

That is unpleasant.
What do you mean by the case? Have you taken the drive out of the enclosure? Did you use a third party enclosure?
If you've tried the drive with a different enclosure and cable and the drive does not even power up, then I believe it is dead.
You will need to contact a data recovery company, if the data stored on it is really important.
Have you tried to attach the drive internally with SATA and power cables?
