no. you just plug a fan in those. there's also a MOLEX-connector to power the controller.
you got these 2 buttons on your case front to spped up or slow down the fans connected to it (3V, 5.5V, 12V)
however if you have a decent motherboard and can connect all your fans to it that's probably preferable

there are 2 case fans but they have 2 seperate cables, which have already been plugged in and are spinning. which leads me to wonder whether it could be the fan speed controller?
