After upgrading GPU nothing works

Hello everyone, today my new GPU arrived, which i was waiting for a lot time. I exchanged it with the current one, happily turned the pc on and realised .. no video input on both of monitors, also i didn't hear typical pop-sound when pc turned on, also my keyboard didnt light as it always does after turning on the computer.
So, before i have used AMD 5700 series (5750 probably), now tried to get R9 270x 2D
my motherboard: Acer x3995
cpu: i5 2320 3.0 ghz
psu: 700w
So, i tried to uninstall current drivers and then plug in new gpu, no results
Update all drivers, no results
Yes, i plugged in both 6-pins in correctly, just like i placed gpu correctly ( i know because i exchanged them like 10 times already and the old one was working every time)
I tried to connect the cables thro hdmi cable and dvi with cross on it (not sure which dvi it is)
I have read some peoples posts however i cannot spot any settings about gpu in my bios, which about most people were talking about.
Can you guys help?

Do not start multiple threads about the same issue.

Why did you not list that the card was used in your first thread. For a used card, first thing you should do is test it in another system that can run it, meaning good power supply and motherboard. Card can just be bad.

I am going to text my friends to see if they will allow me to check it, in case it works, what can be the issue then, i'm really comfused.
 
If it does work, it might be different things.
First check your bios to initialise PCI Express graphics first, if there is such a setting.
In windows, try to uninstall/reinstall drivers through DDU. It is a special program that completely removes any display driver. After running DDU and reboot, install the most current display driver.
Though I suspect that you received a broken card, since your PC does not detect anything when it is inserted.

I don't have such a setting in BIOS, i did the thing with drivers already.
