Inno3d ichill x3 gtx 980ti or gigabyte winforce gtx 1060 ( pls read ! )

I'm planning to buy a 1060 from gigabyte then suddenly i found a gtx 980ti inno3d in my local store which is 65$ more expensive , should i get the 980ti instead of 1060 ?
Is inno3d a good brand ?

Price in my country
1060 ~ 350$
That 980ti ~ 420$
1070 msi gaming x ~ 650$

not just that, for 980ti you would also need to make sure your case is properly ventilated.
And honestly, your CPU can not allow full utilization of 980ti and 1060 can do more than your monitor can display.
After all you can spend the 65$ on something else like 240GB SSD or nice mouse or keyboard or just hang out with your friends/girlfriend :)

What is your monitor ?
What is your CPU ?
What is your PSU (power supply) model ?
For 1080p monitor, you don't need the 980ti (unless it's 144Hz monitor).
The power consumption and the heat from 980Ti is about two times of the 1060. So while more powerful card is nice, the question is if you going to use it and at what cost. 1060 6GB is very powerful card.
