to FX-8350 but want to know if that CPU will bottleneck the R9-280x 3GB GPU.

MSI Gaming 970 Motherboard
8 GB DDR3 RAM
M2 620W Modular PSU
Dual-X R9-280x 3GB GPU

Solution
Deus Ex:MD takes advantage of 8 threads so an upgrade to the FX 8 core line will bring an improvement over a quadcore like the phenom x4 945, an SSD will definitely help loading times.

Depending on game it might not be a huge improvement but more threads always help if you like to run other programs while gaming or tabbing out of the game.

As far as i remember the old phenoms had better single thread performance than the bulldozer module architecture so in games that dont use more than 4 threads you will not see an incredible amount of improvement but there still will be.

Get the FX 8350 the worst that can happen is that you get better minimums FPS when gaming and extra horsepower for other programs like when winrar or just unzipping a file LOL

Games like Battlefield will see a lot of improvement from extra threads

No bottleneck on the R9-280x then?

Say for example Deus Ex: Mankind Divided which works ok on the current setup but it does tend to have freezes.

Also the load time in that game is awful but thats something I will need to resolve with an SSD.

most amd cpus are bottleneck to current high end GPUs (depending on game and resolution), if eliminating the bottleneck is something you want to address, then upgrade to an i5 or i7.

It will help tremendously compare to the old Phenom II. An FX-8350 will be a decent match with an R9 280X should be able to game on high to ultra settings in most games @ 1080p. Any bottlenecking will be minimal compared to what the Phenom is doing.

Currently i normally play games on 1920x1080 and everything works fine except for Deus Ex: Mankind Divided and Mafia 3 won't even start but that's no huge loss ;)

But it certainly is not normal when the train journey cutscene takes 15 mins to travel to a new section of the map in Deus Ex:MD

So you are saying the current Phenom is bottlenecking the R9-280x?

I'd start with the SSD. First, because you want one anyways. What I mean by that is before any other upgrade, you should have an SSD at this point in time(2016). That will help with load times, assuming you install your game on the SSD. If the occasional stutter in game is related to loading new resources, it'll also help there.

Meanwhile, take a look at benchmarks of the FX you are thinking about getting. A quick search shows me that a fast Phenom II is pretty much the same in gaming performance. That's a questionable 'upgrade' at best. In the Deus Ex game, AMD CPU performance is really all about clock speed. I'd try overclocking, a little at a time, your CPU to see if that helps. in my opinion that's about all you'll accomplish by getting the FX, acquire a higher clockspeed CPU.

If you prefer high amounts of storage then get a new 1TB WD Black, its not as fast as an SSD but it will be faster than those you currently have. Anyways those usually go for the same price as a 256GB SSD.

I usually use SSDs when i build my PCs (i sell and buy stuff all the time) and this time i decided to forgo the SSD opting for an HDD. I dont notice any lagging/ long load times and with the new OS improvements Windows 10 is quick to boot.
