PC Freezes at HP LOGO

Hi guys, I recently purchased my new PC which is a refurbished HP PRO machine. Specs are as follows:
I3 2120 @3.3ghz
1x4 4GB DDR3 ram
500gb hdd
300w power supply
[Windows 7]

When I install my graphics card into the PCI EXPRESS Slot in my motherboard and turn on the pc, the screen freezes at HP Logo

I have tried literally everything!
Reseating the RAM (only one, tried both slots)
Removing the CMOS Battery
Moving the jumper for CMOS
Everything...

My pc boots up to windows fine on the motherboards VGA display but can not start on my nvidia GT 730.

PLEASE HELP ASAP, Thanks.

I cant, there is no option for that in my BIOS Settings

The power supply is fine, the PCIe slot is fine, its just that I cant disable legacy boot and secure boot as the gpu is uefi im sure
