HORRIBLE Performance on Fallout 4 [Help]

Hello guys, I need some help.
I have an AMD Fx-9590 clocked at 4.7Ghz, and an MSI GTX 1060 6GB Gaming graphics card. I also have 8GB's of DDR3 ram at 1600mhz, and an asrock fatality performance motherboard. I am getting absolutely TERRIBLE fps and performance on games like fallout 4, and even skyrim. To get playable frame rates on Fallout 4 I have to run the game at low settings, and get about 20-40fps in big areas like Boston, Cambridge etc. Am I being bottlenecked? Are there any optimal settings I should run?
ANY HELP WOULD BE GREATLY APPRECIATED

I have an FX8350(not overclocked), an msi 970 4gb(factory overclocked), 16gb ddr3, and I run both on ultra. I even use hd texture pack with Skyrim. I probably don't get a constant 60fps, but both are quite playable. Do other games run well? Did you fully uninstall previous video drivers in safe mode before installing the new card with Display Driver Uninstaller?
