Need help diagnosing a CPU problem.

Fairly recently while running any program, be it a game or something as small as the task manager, the CPU frequency would drop from 100% down to 6%. It seems to be an on and off problem, In the BIOS the mother board would be at a normal temperature (~30 degrees C), but the CPU would spike from 40 degrees to 95-98 degrees. I think I've narrowed it down to either the thermal paste needs to replaced, or I may need a new CPU cooler. Can anyone give me a hand in finding out what the real problem is? I don't know if there is any specific way to tell what is wrong. Any help will be appreciated.

Update: My PC is a custom desktop, and uses liquid cooling. I opened it earlier and felt the radiator and the radiator wasn't getting any heat, but there was some heat where the heatsink connects to the CPU. Everything else is working fine, the CPU temperature seems to climb to around 95 degrees and stay there. Even when I open the BIOS at startup and nothing else.

well if your fans are spinning then it shouldnt be jumping around that much, i would suggest thermal paste, and if that doesnt work then try a new cooler, they arent very expensive, just go with the 212 evo or something similar and you will be good to go
