Card problem or something else?

So basically I have a couple other threads more about CPU issues, trying to figure out what my problem really is. So 3 games for examples, I can play League of Legends, perfectly fine, no frame drops, nothing. When I launch Overwatch, sometimes it'll give me these frame skips (freezes for a quarter of a second or so) every 2-3 seconds. Does it for battlefield as well. So my average CPU temp on Battlefield 1, is around 90. My GPU usage % is basically always at 100 and then drops, goes right back to it. So is it a cpu or gpu issue?

well what's your cpu and gpu? If your cpu is 90C, then you might want to get a better cooler. I usually keep mine around half that. And your GPU usage % won't really tell us anything without knowing your GPU. RAM amount would also be nice to know

Okay well so what I've done that has somewhat fixed it, I replaced the thermal paste on it, and I dusted out the GPU fan the cooling fan, basically as much of it as I could and the temps are sitting around 50 each at startup and like 60 idle after some gaming.

During gaming however, the CPU is around 85-93 and the GPU sits at 89-92, all in Celsius.
The frame dropping has stopped but I think I still need to drop my temps a bit, so I was gonna replace my card and get some better cooling, was looking into a 1080 and a some corsair liquid cooling "Hydro series H100i v2". Think that'll drop my temps? Also, why is my GPU so high? Most temps I see are around like 20-30 but I'm really sure how much I can do for GPU cooling.

Okay thank you, is there anything I can do about a card heating up that much though? Since they both idle around 50C I don't think its a good thing, but I'm not sure.

How would I do that? I've never used afterburner, I get my temps from speccy.
