Help needed GPU

I have a Core i3 4150 3.5 Ghz, Intel HD GRAPHICS 4400, 8 GB Ram, Asus H81M-E Motherboard, 460W PSU and a budget of $75 What should be the best graphics card for my PC so i can play GTA 5 on medium settings???

look for an used GTX 660 in ebay.

Honestly for that budget your only chance of getting a decent GPU for gaming is getting it used.
GPUs i would search for are GTX 660, GTX 750, GTX 750Ti, HD 7850, HD7790, and R7 260x.

There are other options like older HD 7870, GTX 570, and GTX 580 but you need a better Power Supply as that 460w unit will not make it.

All of those GPUs can be found for $75 or less (if lucky)

I know this surpasses your budget. But this is your best NEW card option.

yes you can and if you look in youtube there is plenty of videos with people using that video card to play GTA 5.
