My motherboard is thermal throttling my PC. HELP!

Hi. My system has been acting quite strange in the past 6 months. When i play games like Battlefield 1 or Star Wars Battlefront it starts to frame drop after about 5-10 minutes. The frame drops go from 80-100 fps down to 20-15 fps, then After about 3 seconds it goes back up to normal fps. I'm 100% sure this is thermal throttling.

When i blow with a fan on directly on this place on my motherboard the thermal throttling fully stops. (here are some pictures)

Max supported CPU is FX-8370 TDP 125W for the GA-990FXA-UD3. This is your problem and the FX-9370 is not fully supported.
Also the stock CPU cooler is insufficient if you wish to OC beyond stock frequency. You need a H110 or equivalent.
Ah I see your latest post, yes the revision 4 does support your CPU.
Have you checked your Power Settings in Windows and have you made any changes in Bios.
Certain Sleep states will throttle the CPU as a power saving feature.

Use a program such as HWmonitor to monitor your maximum temps for both your CPU & GPU. More then likely one of them or even both are overheating causing thermal throttling. A few things to check/do...
-Clean the PC out, make sure there's no dust buildup.
-Make sure your pump is working for the CPU.
-Reapply thermal paste on both the CPU & GPU, MX4 is really good.
Try these and see if the throttling stops.

But i know it's not my cpu or gpu that is causing the thermal throttling. My Cpu only reaches about 62 Degrees celsius on full load, and my gpu reaches about 70-75 on full load. When i blow with a fan on this place on my motherboard the thermal throttling stops.

If you want help Emppulis, your going to have to list your full system specs and conduct a few stress tests.
Download AIDA64 and HWMonitor and put them side by side on your desktop.
Run the test for CPU and FPU in AIDA64 for 10mins and take screenshots at the 10min mark. Stop the test if temps reach 80C.
I want to see your VCORE voltage and temps under load with 100% utilization on all cores.
You may indeed be throttling however, the tests will determine if your Cooling System is doing its job at your present OC.

You can use IMIGUR as a file host. Upload images to IMIGUR and when uploaded go to Images and obtain the BBurl to link here for analysis.
The areas highlighted in your pics are the VRMs and could indeed be overheating. We can determine with some accuracy if you need to re apply your TIM or your cooling system is inadequate. It is from your CPU overheating that causes throttling which usually occurs when temps pass the 80-85C mark.
Your system would probably just crash if the VRMs were overheating.

Ok so i ran Prime95 Torture test for 10 minutes and these where my results.

This is a screenshot after 2 minutes after starting the stress test. As you can see the cpu is on 100% load and after about 1 minute the temperature drops started coming from the thermal throttling. ( My cpu reached a maximum of 59 Degrees celsius and a minimum of 52 degrees celsius on the drops)

I see you are using an FX-9370 which has a TDP draw of 220W.
Please list the MB and Cooling system to check for compatibility.

Im using the stock liquid cooler that came with the CPU in the same box. My motherboard is the Gigabyte GA-990FXA-UD3 AM3+
