WINDOWS CAN'T BOOT after installing NEW RAM

what should i do if bios has detected my new ram but windows can't boot? should i update my os or update my bios? because my old ram (DDR3 2GB 1060 Mhz.) is functioning and it would lead me to windows. but when i install my new RAM (DDR3 4GB 1600Mhz.) into my windows 7 32-bit pc. it said to launch a STARTUP REPAIR and so I did. but when i launched it, THE SCREEN TURNED BLUE. so I restarted the pc, run a diagnostic test and my new ram passed the diagnostic test, also it is detected in my bios. but still, it said to launch the STARTUP REPAIR AGAIN and the SCREEN TURNED BLUE AGAIN!
WHAT SHOULD I DO FOR MY NEW RAM TO BOOT TO WINDOWS? should i update my OS or update my BIOS? need answer asap. thanks

i have tried to do your answer but the results are still the same. after i reset/clear the CMOS settings, i install the new ram and still it lead me to LAUNCH STARTUP REPAIR. what steps can you offer aside from this one? but still thanks for the answer.
