I'm looking to build a very tight budget PC so I was looking for a good board under 85 pounds. It should have DDR4 memory, 4 ram slots, at least 2 fan headers and 2 USB 3.0 headers.

I broke the budget by 2.6 pounds but got you a very good Z170 pick. It goes beyond your requirements with 4 USB 3.1 headers and 5 fan headers(2 cpu,3 system). It also supports crossfire and has both a M.2 and U.2 slot.
