A new upgrade

Currently I have an i5 4690 non-k processor in my build with a gtx 1070. I am looking to upgrade my cpu to something better. After some research I found that a i5 6500, a gigabyte h110 mobo, and 16gb of ram came to about $330. I also found that the i7 4790 was only $305, which means I do not have to upgrade anything else. Which should I choose?

Neither, I would go with a Xeon E3-1231 V3, it will give you performance similar to the i7 (4cores,8threads) but for a much better price.

Just wondering why do you want to upgrade? If your just gaming and not streaming the i5-4690 should be more then powerful enough for gaming.

Nope, if you had no issues with that i5 then this Xeon should work perfectly, just drop in and play. I was wondering though why you wanted to upgrade as the 4690 is still a really good CPU, the Xeon or i7 will only be better if your streaming, video editing or anything else that can utilize the extra threads.

Lately with new games I am seeing some hits compared to other titles. I played Battlefront on ultra 1080p with my 1070 and got over 100fps, while i just started with BF1 and I stay around 60 and with a lot of dips. I really do not think it was the gpu since its overkill for 1080p anyway. So I looked into getting a new CPU.

Well BF1 is still a new game so its bound to have issues, try different settings and running it in DX11 & DX12 and see which one runs better for now until performance patches are released. Games that have been out though such as Battlefront should be running right. TBH if I was just gaming with your setup I wouldn't bother upgrading the CPU as it seems like a waste of money, maybe upgrade RAM to 16gb if running 8gb or get a SSD or even a 1440P/60hz/IPS monitor as it should pair nicely with that build.

I do have 16gb of ram but no ssd. I also do use some editing software and some very very processor intensive games (like arma 3). I have a ASUS PB258Q 25'' 1440p monitor.

Ah ok, then I go back to my original suggestion of the Xeon E3-1231 V3. I would look into the SSD as its nice to have for the OS and a game or two (250+gb) that have longer loading screens. Samsung 850 EVO is nice and they have software included that helps move the OS without you having to reinstall.
