my cpu fan is really slow

hello there I've been having some troubles lately with my cooler Master nepton 140m where the stock speed is 800-2400 yet it never goes beyond 915rpm I had this problem since I bought it and I almost fried my cpu while rendering some 1440p photage :/ tbh I don't know what is the problem with it.
voltage on the cpu 1.520v
and my cpu went up to 100 Celsius while rendering I had to shut it down for a while.

Many factors my result in this error. Sometimes ur pc power settings in windows maybe to cool the cpu with passive speed thus reducing energy consumption ideal for non-heavy user and for laps. Or if u had already changed it to passive u can use SpeedFan app for win to control rpms of the fan. Most of these speed control is usually controlled by ur motherboards default settings. Visit ur bios for checking whether ur system is set to run on low or on below certain speeds. U can google ur motherboard to understand fan control and energy if u dont understand. Dont mess up much with the bios. This my result in bsod or system instability.

I checked the bios the first thing and I ran everything on max (talking about the pc fans since I've several) and cooler Master got 915rpm on MaxI mum speed while my other case fans were scoring 2k+

I don't know if this helps but my system seems to identify it as cpu fan and I did check it's plugged correctly

I apologise after two days of tinkering and rebuilding the whole pc I identified the factors of the problem
1- the fan had a manufacturing error where one of the wires designated to it was torn a bit I contacted the seller and replaced with a new one
2- after taking a look at the cpu I realised the person who assembled the pc for me put way too much thermal paste causing the cpu to over heat beyond the normal degrees (reaching 100c while rendering 1440p videos)
3- the airflow inside the case was terrible due to an outdated psu that's over 6 years old and collected tons of dust tried cleaning it up but the fan inside was running terribly and it made a noise as if a screw fell into it so I replaced it with an evga
4- you were right Mr my fans wires were mixed up and once I rearranged them i saw an increase in the case fans not much in the cpu fan tho
I'll keep updating you once I finish installing the new cooler on how it went :) thanks all for the help this is one of the best communities on the Internet
